
Kathryn Saar has nearly 20 years of experience in the affordable housing industry, with a strong background in both the public and private sectors. She began her career at a small non-profit, building single family homes for first-time homebuyers, before joining the Texas Department of Housing and Community Affairs (TDHCA) in 2009 – just as HERA programs were being designed and implemented.
At TDHCA, Kathryn managed a portfolio of Multifamily HOME loans, and later spent three years in Asset Management, where she approved capital disbursements for TCAP and Exchange deals, and underwrote Cost Certifications. In her final role at the agency, she managed the 9% Low-Income Housing Tax Credit (LIHTC) program for the 2014 and 2015 cycles.
Since transitioning to the private sector in 2015, Kathryn has successfully developed more than 2,300 units with a total development cost of $445 million. Her expertise spans a wide range of funding sources, including LIHTC; Fannie, Freddie and HUD loans; USDA financing; HUD Mixed Finance, RAD Conversions, HOME and CDBG funding; 45L Credits, and both State and Federal Historic Tax Credits.
Kathryn has served on the board the Texas Affiliation of Affordable Housing Providers (TAAHP) since 2023. She chaired its Qualified Allocation Plan (QAP) Committee for two years and currently leads the Government Affairs Committee. In July she was named President-Elect will lead the organization as President during 90th Texas Legislative Session.
